The CITY theme spans a lot of different subthemes. There are evergreens like Police and Firefighters, various garages, stores and houses, and less 'city' excursions like artic and jungle explorers, volcanos, mining, space, and however Stuntz fits in there. But one thing every city needs are construction workers, and as such they often show up in CITY sets.
The Summer 2024 wave brings us 2 such sets, 60420-1 Construction Excavator and 60409-1 Mobile Construction Crane. At first glance they look unusual, but in a good way: the design seems fresh and new, while also giving the right CITY vibe. After some research, the crane shows to come with some exciting new parts, so I picked this one for a review,
In my mind, this type of mobile crane is very common in CITY, so I was surprised there are not that many. Maybe because they also appear often in Technic? The last one, 2022's 60324-1 Mobile Crane was much smaller. For a larger version we have to go back to 2009 with 7633-1 Construction Site that concludes a mobile crane, and in 2005 we had a stand alone in 7249-1 XXL Mobile Crane. Both are still around half the piece count of today's set though.
The Set

The Box
The box measures 94 x 378 x 480 mm and weighs 1970 grams. The box is of the new type, consisting of 2 parts that slide over each other. It is still possible to flatten the box for storage without damaging them aside from cutting the seals. The corners however have 5 layers in them when folded. I kinda like this new format. It's much easier to find the right bag without dumping them all through the narrow sides. The folded inner box fits inside the outer box. That is something I found after I ditched the box, so I'm using a different one to show it here.
Inside we find 11 numbered bags and a cardboard sleeve with a sticker sheet and the building instructions. The manual is 200 pages thick with 355 building steps. The pdf can be downloaded here.
The Parts
The set contains 1116 parts and 22 spares, in 22 colors, and 37 part categories, with a total of 309 unique parts/color combinations. Main colors are:
The gear rack can be combined with another new mold: 3777 Brick Special 3 x 8 x 4 Crane Section, a mixture of a Brick Special and a Technic Frame with studs, featuring a 2x2 opening at the outer ends and a 6-studs-wide gap underneath. This gives room for a 2-wide brick with a tile on top and a plate underneath. It is basically a slimmed down version of 52041 Crane Section 4 x 12 x 3 with 8 Pin Holes which was used in the earlier mobile cranes.
Replace the plate with the new gear rack, and put a worm gear underneath, and you get a large linear actuator.
The final new part is a new member of the towball family. This sibling consists of a 2x4 plate with a ball receptacle on top of it. You can simply click in a towball from the top or sides without too much force. Unlike the usual towball connection, there is no friction, and the red part in the photo can freely move around.
We're treated to 4 new minifigures, although some parts have been seen in other sets. The workers sport the first torsos made in Reddish Orange, although we did see hands in the new color in Animal Crossing.

The Build
Let's start building! By the looks of it, the crane is assisting in the build of 60421-1 Robot World.
But first the most important item for any building site.
And then the crane itself. We start at the front, where we find the driver's cabin and the engine.
The rest of the base is built in sections, which are then joined into an impressive long vehicle. This build is off to a good start.
One of the sections will hold the crane's upper structure. I was surprised there was no turntable to be found, but instead the upper structure is held in place by a ball joint. The section gets reinforced by tiles overlapping SNOT connections from the top and bottom, forming a sturdy construction.
Next are the outriggers. There are 2 mirrored versions, each build twice.
The outriggers are attached to the base. When folded in, they line up nicely with the other body work. When folded out, they are very sturdy and handle their job well.
Finally, we get to the crane itself. This section is sitting loose on top of the base, held in place by just 2 axles. This is sufficient though. The Light Bluish Grey beams can slide in their Black casings in steps of 1 stud.
The control cabin is added. The structure is sitting on a hinging beam, so it can folded to the back during transport.
The long boom arm is a nice mixture of SYSTEM and Technic. The construction is very sturdy and works smoothly.
Just a hook left, and the boom is ready.
Due to its weight, the boom can't stand up by itself. Instead, we get 2 axles that can be inserted into the black encasing, locking the beams into place. I assume the 2nd is to lock the boom extension?
The outriggers need a big footprint to prevent the legs sinking into the ground, and this is where the new towball plate comes in. They can be stored in the back of the crane, in between the counterweights. The counterweights are held in place by clips and can be removed during transport of tre crane. I'm missing an additional trailer to carry the counterweights though.
And that is the model finished. Just WOW!
Conclusion
CITY has had some rough patches, and in previous reviews I've often been negative in my conclusions. But not this set. This crane is peak CITY, and even peak LEGO. The finished model stretchs over 53cm folded in. The boom extends from 40cm to 66cm, to reach a maximum height of 69cm. It packs everything you can want: a great build that is not too complicated for the age group but also not boring for adults, a great looking model both fitting in children's hands and your LEGO layout, and perfect play features in a sturdy model. This set easily ranks in the top 5 of non-adult sets from this year for me, and maybe the last couple years. The only reason it is not #1 is because I can't choose between this set and some other great sets from other themes, so you could see it as a shared top position.
There are some issues worth mentioning. Standard worm gears are locked when the gear catching it is turned. The worm gear used here has such stretched-out grooves the boom can be retracted by hand, or by lifting heavy loads, hence the 2nd axle. The winch could do with a lock as well, for which this MOD is available. I'm not really thrilled by the usage of loose axles locking to lock the boom. It feels a bit simple compared with all the other clever mechanisms in the set. It doesn't hinder the playability though, as my 8yo directly figured out how to apply them. Speaking of that 8yo: she refuses to hand back the set after testing it for me. You could also argue that the boom is made up from pretty big frame pieces, but it does provide the needed strength as well as provide a smooth operation. Making it out of more regular bricks would probably complicate and prolong the build beyond the age restriction. The new parts are also generic enough to be rebricked in other builds.
Despite these notes, I really enjoyed this model. This set feels like it will be the one referenced in 25 years by by-then-grownups who claim 'sets from my childhood were the best'.
Is it possible to make the set be even better? Designer M_longer used Technic to add more playability by adding steering in his MOD, as well as a beefed up version. Designer Betteroffburnt added an extension dor the crane including a lifting jib.
OK, this one slipped under my release radar this year but I am really liking what I see. I can tell you this; my brother and I used to make roads out of masking tape on our bedroom floor and stage "interstate incidents" with our collection of CITY vehicles, and if we had this crane back in those days it would have absolutely dominated everything else on the chase.
Yes, a pretty cool set. But ... what about it's size? I can't see any 'normal' city where this fits in. If you do a pure construction site or if you've got a city of enormous size, fine. But for everyone else, this set is way to big. Add to this the high prize point (a big downer in most cases when it comes to City sets) and you've got a pretty cool set. But not a pretty cool City set.
Always love to get a new portable toilet!!! Nice large crane, it's been a long time since we got one, but might be too big for any LEGO city. really pushing the limits of "minifig" scale
True. The list checks for most unique parts, not quantity, which in this case gives some skewed results. BLO ends up in 5th place, but has much more quantity. Something to keep in mind to check for in my future reviews. Red: 34 unique parts, 84 quantity. Bright Light Orange: 33 unique parts, 152 quantity.

That's because it is not a worm gear, but a spindle. It's shape is designed for linear motion and not rotation. You can find it in lathes for example. Can I suggest a name change before this wrong name really catches on?
This set is just a beautiful BEAST and I love it! I don't have the space or budget for it currently, but it has definitely joined my list of dream sets to own. Equipping the set with M_longer's mods just makes it perfect, with nothing to complain about.

I would have to agree this is very high level city set design.
Red: 34 unique parts, 84 quantity.

That's because it is not a worm gear, but a spindle. It's shape is designed for linear motion and not rotation. You can find it in lathes for example.
Can I suggest a name change before this wrong name really catches on?
